Wiggle round the concrete bollard, dismount, somehow push your bike through the narrow A-frame, remount and ride off - what could be simpler? Try it with panniers for double the 'fun'. A-frames are used to keep motor bikes out, but also discourage cyclists.
The furrowed verge is next to a post box: perhaps a layby would help the Royal Mail and their customers, and a couple of dropped kerbs (or maybe even a raised table to deter speeders as well?) could help cyclsits using this path, as well as benefiting mobility-scooterers and wheelchair users.
